During hazardous conditions like fog, snow and heavy rain high intensity headlights or fog lights seem very useful. BUT, for normal conditions they only serve to blind other motorists.
With the advent of xenon headlights, which are very bright, most new cars have become a nuisance. Being blinded by oncoming traffic is a constant threat. In addition, if the driver is aloof enough to drive with their bright lights on, then you better check your seatbelt.
In my opinion, if your vision is poor enough for you to need these very bright lights, then you probably should not be driving.

This is clearly an instance of new technology being abused.

Yeah, those super bright headlights are really dangerous for motorcycle riders. Being disoriented for a few seconds can throw off our balance, which must be constantly maintained.
